THE RECIPIENT OF THE GRANT MUST MEET THE REQUIREMENTS OF BEING A "QUALIFYING DISTRIBUTEE" FOR INTERNAL REVENUE PURPOSES. GRANTS WILL NOT BE MADE TO POLITICAL ORGANIZATIONS OR FOR POLITICAL PURPOSES. GRANTS WILL NOT BE MADE TO INDIVIDUALS.
